I bought a top computer, and FPS 54 - 77 ...

Started appearing games in which my old computer could no longer show 144 frames per second. WW3 was the last straw. I was tired of lag in this game and decided to radically change the situation. I decided to buy a new powerful iron:

Intel Core i9-7960X

gtx 1080

SSD

32 ГБ ddr4 2666 МГц

But you know what? For WW3, this did not help! What do you need to run this game to see 144 frames per second? !!! I didn't even run it in 4k. I just run it in fullhd !!!
I attach screenshots that show FPS, which I get in this game on a new computer. For such an iron, this is a very bad FPS. Especially strong, FPS falls in tanks, but this is not scary. After all, tanks still became useless after killing damage to the area!

when i was having a similar issue my cpu wasnt running at what it should be, crank resolution scale to 150 and see what happens, also run task manager look at your cpu usage during play, figure out your bottle neck. i get 100+fps with a i7 6700k and a 1070 @TENb

If you freshly installed Windows, turn off useless software like Xbox stuff, in some games it's just blocking potential of GPU, also check for Power management. But at first, place check GPU/CPU usage.

It's more GPU demanding game than CPU, mine, for example, i7 8700K won't go above 22-28% with 100% GPU load GTX 1060 (90-120FPS).

Did you check Xbox Stuff and power management? Also, apply the options in Nvidia panel which I posted.

What kind of moderator are you? You give 100% false information as this game isnt even more GPU demanding than CPU. The graphics settings doesnt change anything. When you go from ultra to low you get even a worse FPS. Problem is the CPU optimization and devs working on it. 

No matter what this guy turns off or on in Windows, he wont get better FPS.

Every UE game is more GPU demanding than CPU, you never get 100% CPU usage if you have i7-6700K~i7-8700K, everything below those CPU's - expect higher usage. Somehow I can get more FPS with the worse graphics card, he should be able to pull off at least ~100 FPS, even if the game it's not fully optimized yet. Game setting and Nvidia settings are two different things.

@TENb yeah that is the same type of issue i had when the game launched, my cpu would run at 30-50% and my gpu wouldnt even hit 60%, keep in mind i have 32 gigs of vengeance ram. so for you it is either a ram issue or a software issue, again i suggest upping your resolution scaling to 150 as this is what solved my issue but it could be in your system such as temps(it didnt look like this from your screen caps) or another factor. general trouble shooting, update your graphics driver, update windows, make sure the game is on a ssd and not an hdd if possible(this shouldnt effect the fps too much but it can never hurt). if these dont fix it then ive got no idea but with your system you should be getting 100+ frames for sure

End the alarm at the expense of the WW3 optimization. My i9-7960X showed itself badly in all other games. With my old i7 4790k processor, FPS was much more in all games. Apparently i9-7960X is not quite suitable for games. I passed it back to the store. In return, I'll take i9-9900K
  Before that, I certainly tried all the tips that you gave me. Nothing really helped. Thanks anyway. When I get a new processor, I'll let you know about my FPS.

Between i9 9900K vs i7 8700K, there is 2% in FPS difference, let us know about the performance when you get your new i9, 16 cores is just too much for gaming, good you can still return it, I wasn't aware that i9-7960X has such bad gaming performance.

2.8GHz base clock is the reason, this is more of a rendering / work CPU, so it makes sense.

That's not really accurate, I bet one of the threads is maxed out, but windows is reporting CPU usage as average of all threads - this is why it seems this way.

I got worse PC than you and I run everything on ultra 60+FPS, so I'm going to go on a limb and look at the drivers. If they're up to date, maybe reinstalling them?

Me too 🙄 Servers are 60 tick anyway I have 240 Hz monitor.
