16gb Ram is a must, a 500 Gig or more SSD as the boot drive, any cpu from I7 4770 and above, and gpu make sure it is at least a gtx 780 or r9 290. I would recommend a gtx 1060.

I'm not much of a tech guy or a price guy anymore, but I can give you my set up which works at all Ultra (Shadows on low, everything looks nicer then somehow) 1080p, and generally, I get 60FPS (locked).

RX480 8GB, single fan version.
16GB RAM (Don't know the speed or anything, sorry. Forgot)
I5 4690K stock speed (3.5GHz), stock cooler.
Z97 (P I think) Motherboard.
1TB + 2TB WD 7200RPM HDDs
Windows 10 64 Bit

The set up when I got this cost me roughly 700 euro

16GB is no longer required for playing, unless you have a lot of stuff running in the background. WW3 needs 3-5GB of memory now, SSD is also not needed anymore, since the game loads faster now. For the GPU, my wife was playing fine on GTX 770, 8GB of ram, 4770k@3.5Ghz over the holidays.

Speaking of system requirements, would you be able to add DX12 support to the game in the future? Do you think it will translate to a performance increase as well?

Implementing Directx 12 it's really time and money consuming, look at PUBG, they trying over 2 years and no effect :D What you see in other games, it's just a Dx11 and a layer with some effects of Dx12. The game has to be done from the ground on Dx12, otherwise, it will be just a Dx11...

I think it's time to make a little my pc upgrade. I think about buying another RAM piece 1x 8GB (1600). Do you think giving extra ram will make my game more playable and decrease stutters? (Intel core i5 4690, AMD Graphic R9 200 series 3GB vram, 8GB ram)

16 GB is recommended for PC's these days, but also I would recommend getting a better graphics card, at least 6GB VRAM.
